  Inthepasttwodecades,thedevelopingeconomiesinAsiaregisteredanaverageannualgrowthrateof6.8%,representingahighergrowthratethanotherregions.ThehistoricaldevelopmentexperiencesindicatesuchalooseexternalenvironmentisindispensabletoAsia’sdevelopmentandprosperitywheretheopennessandcompetitionamongdifferentAsianeconomieswouldpromoteeconomicdevelopmentefficiency.Buttheclosecooperationbetweendifferenteconomiesismoreimportant.Especially,thesmall-sizedeconomiesfeaturingtheexport-orientedeconomyshouldrelyupontheintegrateddevelopmentwiththeirexternaleconomiesandmakeeffortstopursuetheirowndevelopmentspaceduringtheprocessoftheopennessandcompetition.

  Thetradeprotectionwouldnotsecureanever-lastingimpetusforeconomicdevelopment,butinstead,imposerestrictionsonthesustainabilityoftheeconomicdevelopment.Exceptforavoidingfallingintothetradeprotectiontrap,Asia’sexport-orientedeconomiesshouldfurtherimprovetheircomprehensivecompetitivenessintheprotectionistcompetition,adapttothenewchangesoftheexternalenvironmentinafastmannerandtakeproactivemeasurestoexplorenewgrowthpointsbaseduponinnovation.Withthedevelopmentcenterofworldeconomytransferringeastward,thedevelopingeconomiesinAsiapresentstrongereconomicresilienceinrecentyears,thusplayingaroleofengineintermsofthegrowthrate,drivingforceanddevelopmentpotential.Asia’smoredevelopedeconomieshavealsocontinuouslystrengthenedtheircomprehensivecompetitivenessbaseduponadvancedinfrastructurecapabilityandsocialdevelopmentlevel,andarelookingforwardtoplayingamoreimportantroleinpromotingregionaleconomicdevelopment.Thedifferentiateddevelopmentstages,resourceendowments,policiesandsystemsofAsia’seconomieshaveresultedintheirdifferentiatedcomprehensivecompetitivenesstosomeextent.

  TheBoaoForumforAsiaAsianCompetitivenessAnnualReport2018evaluatesandanalyzesthecomprehensivecompetitivenessof37Asianeconomies.Baseduponthecomprehensivecompetitivenessrankings,suchopenandmatureeconomiesasSingapore,China’sHongKong,theRepublicofKorea(hereinafterreferredtoasKorea)andChina‘sTaiwanrankatop;therankingsofsuchemergingeconomiesfeaturingahighergrowthrateasChina,MalaysiaandVietnamarerisingupfast.Inaccordancewiththecomprehensivecompetitivenessevaluationresultsinthelasteightfiscalyears,therankingsofthecomprehensivecompetitivenessofAsianeconomieskeepoverallstable,withsuchdevelopedeconomiesasJapan,Australia,NewZealandandIsraelrankingatopbasedupontheiraccumulatedstrengthsincludinginfrastructurelevel,socialdevelopment,humancapitalandinnovationcapabilityduringtheirlongdevelopmenthistory.However,mostmidstreameconomiesaresmall-andmedium-sizedeconomieswithacomparativelylargefluctuationrangeintheircomprehensivecompetitivenessrankings.Thesimilardevelopmentstage,differentinternalreformperformanceandextensiveexposuretoexternalenvironmentofthemidstreameconomieshaveresultedintheirlaggingbehindthedevelopedeconomiesintheeconomicandsocialdevelopmentstability.Thecomparativelylargeeconomicandsocialfoundationgapbetweenlessdevelopedeconomiesanddevelopedeconomiesdeterminesthatitishardforthelessdevelopedeconomiestoraisetheircomprehensivecompetitivenessrankingsinashortperiodoftime.

  Fromeconomicdevelopmentperspective,Asianeconomyremainstobethecoreforglobaleconomicgrowthandbecomesmoreresilientagainsttheglobaleconomiccrisis.TheAsianeconomiesstillhavemorecooperationthancompetition,andespeciallythedifferencesinthedevelopmentstages,resourceendowments,policiesandsystemsofAsianeconomiesengenderstrongereconomiccomplementarityandmutuallybeneficialcooperationbenefitingtheinterestsofallthepartiesinvolved.EconomicglobalizationisindispensabletothedevelopmentandprosperityofAsianeconomy.Withinternationaltraderemainingtobeoneoftheimportantenginesforglobaleconomicgrowth,theeconomicdevelopmentofAsianeconomiesallbenefitsfromtheevolutionoffreetradeagainstthebackdropofeconomicglobalization.Infaceoftheanti-globalization,Asianeconomiesshouldcontinuetosticktothedirectionoftradeliberalizationandinvestmentfacilitation,andmakegreatereffortstopushforwardtheregionalintegration.

  The“OneBelt,OneRoad”Initiativeprovidesanewchannelandmethodforconfrontingthechallengesarisingfromtheanti-globalization,bothbeinganeffectivepolicyandinstrumentinadaptingtoandresolvingtheissuesarisingfromtheeconomicglobalization,andbeinganefficientplatformandchannelinsharingeconomicandsocialdevelopmentexperiencesandachievements.Theintegrationofthe“OneBelt,OneRoad”InitiativeandeconomicglobalizationwouldhelpAsianeconomiestofurtherintensifytheircompetitiveness.That’swhythe“OneBelt,OneRoad”InitiativeshouldbegiventoppriorityandactivelypushedforwardamongtheAsianeconomies.
